How to Set Up a PPC Campaign for a Small Business: Choosing the Right Ad Platform

Splitting a limited budget across Google Ads, Microsoft Advertising, Facebook, Instagram, and TikTok can look like safe diversification. In reality, you often end up with too few results from each platform to evaluate anything properly.

A small business doesn't need to be everywhere. It needs to be where its customer is at the moment they're closest to buying.

Is your customer searching, or still discovering?

Choosing a platform starts with buying behavior:

The customer already knows what they need. They type "plumber near me", "bookkeeping for small businesses", or "women's running shoes" into a search engine. This is where Google Ads and Microsoft Advertising (Bing) have the edge.

The customer isn't actively searching yet. They're scrolling through posts, and your ad has to catch their attention, point out a problem, or spark a desire. That's the home turf of Meta Ads, TikTok, and Pinterest.

The difference is fundamental. Search ads capture existing demand. Social ads often have to create it first. Google Ads: when the customer already has a specific need

Google Ads offers search campaigns, Shopping ads, banners, YouTube, and automated Performance Max campaigns. For a small business, though, launching everything at once isn't a smart move. Each campaign type has different goals and different placements.

How to start

  • For a service, launch a simple search campaign targeting specific queries with clear purchase intent.

  • For an online store, consider Shopping or Performance Max with a quality product feed in Merchant Center.

  • Leave the Display Network and YouTube for later, or use them for remarketing.

Performance Max can be powerful, but it runs across multiple channels, and as a beginner you'll struggle to tell what's actually driving results. First you need proper conversion tracking, quality creative assets, and a clearly defined goal.

A practical detail for local businesses: by default, Google may also show your ad to people who are merely interested in your area. If you only serve a specific city or the area around your shop, set your targeting to people who are actually in that area or regularly spend time there. Google lets you target cities, regions, or a radius around an address.

Verdict

If people are actively searching for your product or service, Google Ads is usually the best place for your first test.

Meta Ads: when the customer isn't searching yet

Meta Ads cover Facebook, Instagram, Messenger, and other placements. According to global GWI research, 56.3% of the world's internet users aged 16+ used Facebook in the past month, and 54.6% used Instagram. Meta works well for offers you can present quickly and visually:

  • food, fashion, cosmetics, or home goods,

  • fitness, experiences, and local businesses,

  • services with visible results or a before-and-after transformation,

  • online stores and products the customer didn't even know existed before seeing the ad.

The most common beginner mistake is running a Traffic campaign when the business actually needs leads or sales. Meta optimizes ad delivery based on the objective you pick. If you want inquiries, choose Leads. For orders, use Sales. See the Meta Ads campaign objectives overview.

With a small budget, don't split your ads across ten narrow audiences. In most cases, one geographically relevant ad set with a few genuinely different ads works better. Keep in mind that Advantage+ may treat the interests you enter as suggestions only and look for customers beyond them; things like location, minimum age, or excluded audiences can be locked in. Before launching a sales campaign, install the Meta Pixel, and ideally the Conversions API as well. Meta itself recommends using both methods together. See the Conversions API overview.

If you use lead forms directly on Facebook or Instagram, watch the quality of the contacts. A cheap form fill is no win if people don't pick up the phone or were never really interested in the offer. A qualifying question and a fast response from your sales team both help.

Verdict

If you need to create demand first, Meta is the best first social platform for most small businesses.

TikTok: content first, ads second

TikTok isn't just a network for teenagers. Its potential global ad reach passed 2 billion users aged 18+ in April 2026, according to DataReportal. Self-serve ad accounts are available in many countries and regions. See the list of supported markets.

The platform suits offers you can demonstrate quickly: cosmetics, food, fitness, fashion, DIY, gadgets, experiences, or services with an interesting behind-the-scenes side. Ads need to feel native, and your business has to be able to produce short videos on a regular basis. One expensive corporate video usually won't cut it.

The smartest approach is to publish a few organic videos first, then boost the best performers with Spark Ads.

TikTok also has a higher technical entry point: the official minimum is more than 20 USD per day per ad group and more than 50 USD at the campaign level, if you set your budget there. Verdict

Test TikTok if you have the right product, enough budget, and above all the capacity to keep producing videos.

Pinterest: the specialist for planned purchases

Pinterest sits somewhere between a social network and a visual search engine. People use it to collect inspiration and plan their home, wedding, garden, next trip, outfits, or recipes. In exactly these categories, it can be a very interesting option.

Pinterest has a large global audience. In April 2026, its potential ad reach was almost 579 million people, and the platform reported 619 million monthly active users. Ad planner figures can fluctuate, though, and they're not the same thing as active user counts, so treat them as rough guidance only. Pinterest Ads are available directly in many countries, while in some markets access runs through advertising partners. Availability, billing, and some ad formats can therefore differ by country. See the Pinterest Ads availability overview.

Verdict

Pinterest is a good add-on test for visual products and longer decision cycles. For an urgent local service, it's not the right place to start.

Where should a small business start?

Practical recommendations by business type:

  • Tradesperson, accountant, repair shop, clinic, or any other service people search for: Google Search, then Microsoft Advertising (Bing Search).

  • Restaurant, studio, gym, course, or local experience: Meta Ads, backed by Google for specific searches.

  • Small online store: Google Shopping or Performance Max with a product feed, then Meta Sales and a Microsoft Shopping test.

  • New or unknown product: Meta; TikTok only if you have the right video content, Pinterest for planned and visual purchases.

  • Highly specialized B2B service: Google Search, possibly Microsoft Advertising, plus remarketing on Meta.

How to start without burning money

  1. Pick one business goal. An order, a booking, a qualified lead, or a relevant phone call. A website visit on its own is not a business result.

  2. Calculate your maximum cost per customer. Base it on your margin and a realistic customer value, not just revenue.

  3. Set up tracking before launching any ads. Google tag, Microsoft Advertising UET tag, and Meta Pixel/CAPI. And sort out proper user consent handling at the same time.

  4. With a small budget, pick one main platform. Your budget needs to give the campaign a real chance to bring in several actual conversions. A platform's technical minimum doesn't mean you can run a meaningful test with it.

  5. Keep your first campaign simple. In search, start with purchase-intent queries and negative keywords. On Meta, one objective, a reasonably broad audience, and a few different creative concepts.

  6. Measure customers, not clicks. A cheap click can bring low-quality traffic. An expensive click can end in a profitable job. Track the cost of a qualified lead, the cost of a customer, margin, and return.

The short version

If people are already searching for your product or service, start with Google Ads and then test Microsoft Advertising. If you need to create the interest first, start with Meta Ads. TikTok and Pinterest have huge global audiences, but their strength varies by country and category; for a small business, they're usually a specialized add-on, not a mandatory part of the mix.

The best platform isn't the one with the cheapest click. It's the one that keeps bringing you real customers at a price you can afford.
